Upon receiving registration, RTOs must manage various responsibilities like annual declarations, AVETMISS reporting, and marketing compliance, with validation being a notably arduous task.
Though we've written extensively on validation, let's clarify it again. ASQA describes it as a quality assessment review.
Validation is the process of confirming accurate areas in an RTO's assessment process and pinpointing elements for improvement. With a correct understanding of its components, it’s less daunting.
Clause 1.8 of the SRTOs 2015 mandates that RTOs ensure their assessment systems, including RPL, are compliant with training package requirements and adhere to the Principles of Assessment and Rules of Evidence.
The standards require RTOs to perform two types of validation.
The initial assessment validation ensures your RTO's assessments comply with the training package requirements.
The following validation type ensures that assessments follow the principles of assessment and rules of evidence.
This implies that we validate both prior to and following the assessment. The focus of this article is on the first type: assessment tool validation.
What are the Two Types of Assessment Validation?
A Deep Dive into Assessment Validation
As discussed earlier and in our prior blogs, validation involves two parts: (1) assessment tool validation and (2) post-assessment validation.
Pre-assessment validation or assessment tool validation focuses on the first part of the clause, ensuring that all unit requirements are met and that workbooks are entirely compliant.
On the other hand, post-assessment validation deals with implementation, ensuring Registered Training Organisations follow the Principles of Assessment and Rules of Evidence.
This piece will highlight assessment tool validation.
The Process of Assessment Tool Validation
Now that we’ve differentiated the two types of validation, let’s examine assessment tool validation in detail.
When Assessment Tool Validation Should Be Done
The objective of assessment tool validation is to ensure that all elements, performance criteria, and performance and knowledge evidence are addressed by your assessment tools.
This implies that any time new learning resources are obtained, assessment tool validation must be done before student use.
You don’t need to wait until the next scheduled validation in your 5-year cycle. Immediately validate new resources to ensure they’re ready for student use.
Yet, this is not the only occasion to conduct this type of validation. Perform assessment tool validation when you:
- your resources get updated
- your new training products get added on scope
- course gets reviewed against training product updates
- learning resources are identified as a risk during your risk assessment
The Australian Skills Quality Authority's risk-based approach to regulation means RTOs must conduct regular risk assessments. Complaints from students about learning resources signal the need for assessment tool validation.

Keep in mind, this validation ensures compliance of all learning resources before use. All RTOs must validate resources for each unit.
What You Need for Assessment Tool Validation
Instructional Resources
As you validate your assessment tools, you will need the complete set of your learning resources:
Mapping tool – start by investigating this document. It shows which assessment items meet unit requirements, facilitating quicker validation.
Learner/student workbook – ensure it's appropriate as an assessment tool. Check if the instructions are clear and answer fields are adequate. This is a frequent issue.
Assessor guide/marking guide – verify that instructions for assessors are comprehensive and clear benchmarks for each assessment item are included. Clear benchmarks are key to reliable assessment outcomes.
Other related resources – these could be checklists, registers, and templates created separately from the workbook and marking guide. Validate them to confirm they fit the assessment task and meet unit requirements.
Assessment Validation Panel
Clause 1.11 defines the requirements for validation panel members, stating validation can involve one or more individuals. RTOs usually require all trainers and assessors to be present, sometimes including industry experts.
As a group, your validation panel must possess:
Current vocational competencies and relevant industry skills for the unit being validated
Up-to-date knowledge and skills related to vocational teaching and learning
Either of the following training and assessment credentials:
TAE40116 Certificate IV in Training and Assessment or the next version
Validation document/template
Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.
A validation tool aids in both the validation process and documentation. It helps visualize how each assessment item meets each unit requirement.
At the same time, it can serve as your document evidence that you have validated your resources before letting the students use them.

ASQA does not provide a recommended or required template for assessment tool validation, but many templates are available online. These tools generally have validators review the tools as a whole to determine if they meet the principles of assessment.

While these templates simplify the validation process, they can introduce judgment errors because there is insufficient space for comments on each assessment item.

Fundamental Principles of Assessment
Fairness – Is the assessment process equitable and accessible to everyone?
Flexibility – Does the assessment provide different options to demonstrate competence according to individual needs and preferences?
Validity – Does the assessment evaluate what it is meant to evaluate? Is it a valid tool for measuring the required skill or knowledge?
Reliability – Will the assessment give consistent results every time, no matter who conducts the training? Will different assessors consistently decide on skill competence?
Fundamental Rules of Evidence
Validity – Does the evidence indicate that the candidate possesses the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?
Sufficiency – Is there adequate evidence to ensure the learner has the required skills and knowledge?
Authenticity – Does the assessment tool ensure that the work is the candidate’s own?
Currency – Are the assessment tools based on current units of competency and up-to-date industry practices?
Even though these are frequently addressed in VET professional development and nationally recognised training, a lot of tools still fail to meet these requirements.
To prevent using learning resources that fail to address some unit requirements, ensure you follow these guidelines:
Act on Your Words
Pay attention to the verbs in the unit requirements and ensure they are addressed by the assessment item. For instance, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement requires students to:
Complete each of the following activities at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication according to service and regulatory requirements:
diapering
prepare bottles, bottle-feed babies and sanitize equipment
solid foods preparation and feeding babies
appropriately respond to infant signs and cues
prepare and settle babies for sleep
monitor and encourage physical exploration and gross motor skills suitable for the age
Having students describe changing nappies for babies under 12 months doesn’t directly fulfill the unit requirement. Unless it’s intended to assess underpinning knowledge (i.e., knowledge evidence), students should be doing the tasks.
Be Cautious with Plurals!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.
Mind the numbers. In our CHCECE032 example, one unit requirement asks students to complete the tasks at least once with two different babies under 12 months old. Doing the tasks twice with one baby won’t suffice.
Full or Not Competent
Pay attention to lists. Again, as illustrated above, if students read more perform just half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.

Every assessment item must have clear and specific benchmark answers to guide the assessor’s judgment on student competence. Thus, make sure your instructions are not confusing for students or assessors. For example:

Time assigned for activities
Assigned functions and responsibilities
When an assessment item demands multiple answers, indicate the number of answers a student must provide. This ensures your assessment is reliable, and the evidence collected is valid.
This is also true for assessment items with double-barrelled questions or those that require multiple answers at once. These can confuse students and assessors, as demonstrated in the sample question below:
Name a hazard and/or environmental concern in the work area and choose the most effective hazard control hierarchy.
Possible answers include, but are not limited to:
Weather conditions – work area isolation, engineering controls, PPE
Work area and ground conditions – elimination, isolating, engineering controls
People – isolation, engineering, administration
Structural hazards – substituting, isolation, engineering
Chemical hazards – isolation, engineering, administrative controls
Equipment or machinery – isolation, engineering controls, administration
Steering clear of double-barrelled questions makes it simpler for students to respond and for assessors to judge competence accurately.
Considering these requirements, you might think, “Don’t learning resource developers have audit guarantees?” But such guarantees require you to wait for an audit before rectifying noncompliance. This affects your compliance history, so it’s better to take a safe and compliant route.
